our 13 year old cat keeps losing control of his hind legs and poops all over the place and in his litter box. the box is kept clean

You must get your cat to a vet as soon as possible. it sounds to me like he may have either an injury to his back or has a trapped nerve in that area. the combination of losing his hind legs and pooping is a classic symbol of some form of paralysis.
