Any suggestions cat won't use litter tray

Its me, ?. They've got seperate litter trays, but rosi wont stop pooing in the floor. We have tried fresh step clumping litter. We've tried feline pine, but nothing works. Any suggestions on litter for picky cats? My mom is pregnant and if she wont stop pooing in the floor we have got to get rid of her. Please help asap.
