Is this a hair ball or something more serious?

My cat seems to have a wet cough or a possible hair ball. She seems to gag a lot to. However, she is moving around the house very slow, and her second set of eyelids look red and are not closing all the way. What could this be?

this sounds like something more than a hairball i think. usually with a hairball you would see your cat trying to vomit for a few days perhaps up to a week or so and only bringing up water or phlegm. It may even make them want to withdraw for awhile. However i don't like the sound of the third eyelid being affected, this may suggest that something more is going on.
If it were me i would be erring on the side of caution and taking the cat to the vets to find out the true cause of her symptoms.
