cat has stopped eating and drinking.

I have cat year old and he hasn't been eating or drinking water. He also well not use his cat box, he's been popping on the floor. When I picked him up a long white stuff is coming out of his butt. What could it be and what can I do for him? He's not the cat we know. We also have a kitten about 4 month's, if its something bad, how can we keep from her getting it? Thank you.

You need to take your cat to see a vet now. It sounds like he may have an infection and this needs to be treated by a vet.

without knowing for sure what your cat is it is impossible to say whether or not your kitten will also get it.

It is impossible to say what your cat is suffering from but when a cat stopped eating and drinking you know there is something definitely wrong which needs treatment. Please do not delay.
