Cat mental problems?

My cat sticks her butt in the air, meows A LOT, drags her butt on the ground, is super skinny, and doesn't not like to be held like NORMAL cats do. It's almost like is is in heat 24/7 for months, I think...what do you think is wrong with her?

Lots of cats don't like to be held, so this is not unusual behaviour just your own cats preferences. It also depends on how they are held, for instance they like to have their legs supported and not left dangling.

As for the other behaviour. You didn't mention if your cat is spayed or not. If she is not then the dragging the bottom around and holding it in the air is a come on signal to male cats.

If she is spayed then it could be worth getting her looked at by the vet as she may have a problem with her anal glands or a mite problem which is causing pain in her rear end. I have seen cats do the same things with these conditions. A trip to the vets should be high on your list anyway if she is very thin as well as this may be another sign of some physical illness.
