I hear ya! My male cat is not fixed and has strong urine smell and just will not bury it anymore. I planned on taking him to the vet to get fixed but why will he not bury it? The box is always clean, it's huge, he has it all to himself, and it has the right amount of litter.. yet he only pees at the very front edge in the box and will never cover it anymore. By the time I realize he has gone #1, half the house stinks.. not to mention if I am asleep and don't catch it. He's about two years old. I don't want to pay for a self scooping system.. would it help to switch to crystal litter?

There is a good reason why he is not covering it. he is leaving it so that it's smell is at its strongest. this is normal behavior for a un neutered male cat.
Have him neutered and I wouldn't be surprised if after awhile he starts to cover it. Also the urine won't smell as strong anyway.
