Elderly diabetic cat crys constantly

My cat is approx. 16 years old. He has had diabetes for a few years now and was on insulin now it is controlled by food. Lately, he is constantly meowing/screaming. Before it was for food, he seems hungry all of the time. He now cries/screams even after eating. Also, lately he lays on the heating ducts and sleeps there. I love him and have spent thousands of dollars on his healthcare and honestly don't have the money now to get a 16 y/o cat tested for everything. Any ideas what this could be?

well it could simply be old age. cats can suffer from dementia too and also there eyesight and hearing can be affected and this too would cause a cat to become more weary and insecure causing excessive meowing.
