female cat meowing strangely

my cat is only about a year and a half old and never really meowed till recently and now she wont stop and it don't sound like her normal meow's she is constantly rubbing on the ground and rolling over and every time i touch her tail she makes a weird noise could you tell me what's wrong with her?
