I'm a first time pet parent. Is it ok to:
1) hold a kitten upside down by her legs.
No, definitely not you are likely to hurt them or possibly even cause some damage. you need to support their behind in one hand and their chest in the other as you would cold a baby (not on their backs though.
2) give cats milk?
No cats cannot digest lactose and so cows milk will cause diarrhea.
You can buy special cats milk which has the lactose removed.
3) shout or yell at cats?

4) stomp loudly when entering a room, startling the kittens?
No, these questions sound a bit funny. Kittens are not toys and need to be handled and treated with care as you would a child. you wouldn't try to scare a child so why would you do this to another living creature. If your room mate thinks this is normal, then perhaps they are not normal.
I don't think it's nice, but not sure. My roomate thinks it's funny, saids it's a normal form of interaction, and that I'm sensitive when I point them out. Your thoughts?
