why does my cat stare in her litterbox a while and when she does go in stays in there a while, and not cover her urine just her feces?

it sounds to mean like she has some apprehensions about her litter box. It could be where it is placed that she does not like. it could be if it is covered that she is afraid to go in. or it could even me the type of litter you are using that she does not like.

You could try using the cat attract brand to see if that helps her.
