Male Cat licking his left upper leg all the time

Hi, my cat "Crumpet" licks his upper leg on both sides intensely.. seems to be when ever he becomes happy, either we're patting him or spending time with him after he's been alone he'll start licking himself as soon as he starts purring. It also seems to be the only time he does Purr.. he gets really into the very small spot on either leg, however he does favor the right back leg.
his paws start stretching back and forth while he does this and is almost imposable to stop him once he's started until he has passed his mood. it becomes very wet.. but I don't understand why he's doing it!?

well this could be behavioral caused by anxiety, over grooming is common.
I assume your cat is treated for fleas and that you have checked the skin in that area for any possible signs of irritation.
Another possibility is a problem with his mouth. Sometimes they will lick and lick making the fur very wet and the bacteria in their mouths can turn the area a dark color.
My advice would be to have your cat checked by a vet so that any possible physical causes can be ruled out, skin allergy etc.
