I have been asked this before and as of yet i don't think i have come across a definite answer to this. It may well be a strange scent issue ie by eating the litter he can smell his own urine better and for some cats this is reassuring.

You could try changing the type of litter you use as this may help to stop this behavior.

It was also be that your cat suffers from a strange non treatable but not in itself life threatening condition known as pica, whereby cats eat not food items. See tis page for more on this

Of course eating litter can make the cat ill if it doesn't pass through or contains odor control chemicals, so it may be an idea to take your cat to the vets to have him checked over.
