why is my cat is bleed from his butt from a piece of loose skin?

Sounds to me like he may have been scratched by another cat or possibly he may have scratched himself too hard.

Clean the area with some water and keep an eye on it to make sure it doesn't start to swell or become infected in which case you will need to take him to the vets.
