my cat is meowing and laying on her stomach and holding her tail up and she can barely stand whats wrong with her

well from your description it is impossible to say for sure whats going on. There are so many possibilities.

If your cat is female and not spayed then she may be in heat as they can display odd behaviors like this.

Otherwise she may be constipated or have some sort of internal problem in that area.

There really is no other way to know for sure without an examination from a vet. I'm sorry.
