My Male Cat
My male cat pees all over the house and cries (howls). I don't let him in because his pee has a strong bad odor. Does he need to mate? And he cries (howls) all over my neighborhood. Up and down the allies. If he is neutered will he stop 1.)peeing all over the place, 2.)quit crying (howling), and 3.)stop being a alley cat. I have a 6ft metal fence and he gets out. Please help.

The behavior you describe is normal tom cat behavior, this will go on for the whole of the mating season which can be 9 months of the year if not all the time. male cats don't have seasons like female cats.
So yes having him spayed will stop him yowling for mates, should stop him scent marking everywhere and stop the strong odor of his urine too.
