My mom thinks that her cat is pregnant but she still acts as if shes in heat so how do we know if shes pregnant or if shes still in heat and not pregnant?

well you can't tell for sure if your cat is pregnant as there won't be any physical signs until quite late in her pregnancy. Obviously she won't go into heat again until after the kittens are born so that is a sure sign. however if she has only mated recently her body may still be going through this heat period for a few days so it would be difficult to tell.

Basically you will either have to have her checked by a vet who may be able to do a urine test etc or you could wait a few weeks to see if she goes into heat again or not.
