My adult female cat is shaking and licking her genitals. Could it be a urinary tract infection?

There are other symptoms of a urinary infection which you could look out for such as a strong odor when she goes and frequent urination or trying to urinate but with no success. I have more information here
https://www.our-happy-cat.com/cat-urinary-problems.htmlI had a female cat who would leave spots of blood around the house due to a urinary infection. It was down to the fact that she did not drink enough. Once we moved over to dry food only, she drank more and the problem never happened again.
There are other possibilities as to why your cat is licking herself there. If she is not spayed then it may be due to her being in heat. If she is spayed but goes outside she may have been mounted anyway by another cat and she may be a little sore. Or she may have a parasite problem as this area is often where they gather and this can cause irritation.
If the symptoms persist or you notice a sore o=in that area of fur being rubbed away then a trip to your vets would be the best option.
