A male outdoor cat (probably around a year old) we've been feeding (and trying to add to our family) showed back up at our house after being gone for a week in the cold and snow. He has discharge from both eyes and his nose. Now he doesn't really drink or eat anything. Not even his favorite - tuna. He lays around and does even get up to go potty or poop. He will go on himself and lay in it. Before yesterday, he would never let us pick him up or stay in our house with the door closed but since he came back and looks and feels terrible, he has let us pick him up and bring him in the house. He's now stayed in the house for over 24 hours and not tried to get out. Could he have eaten something bad for him or gotten an infection from another animal or ...?

Yes, yes or yes all of your suggestions could be a possibility. Either way he sounds very sick indeed and the sooner you can get him to a vets the better chance he will have of recovery.
