what dose it mean when a male cat sticks it butt out and moves it's back legs

I think i know what you mean. It is sort of a stiff legged backwards kick out with both hind legs.

I have seen this several times before and have always thought that it is either a sort of scent marking with their feet or simply a strange sort of stretch which mimics when they are covering their mess up.

I don't think it has any one particular meaning and is anything to worry about. Just another one of those odd cat like behaviors we may never fully understand.
